PAYROLL & BENEFITS MANAGER
Toronto

Our client, a national leader in their service-based industry has retained our services to source a Manager to spearhead the benefits and payroll department.  The mandate encompasses the ability to recommend and implement process improvements, considering the future growth of the firm.  Reporting to the VP of HR, you will be part of and adding to a warm and respectful culture!

PAYROLL RESPONSIBILITIES:

  • Oversees the management of the daily payroll operations.
  • Processes head office payroll, prepares balanced payroll input bi-weekly, processes approved applications and information changes, checks ADP system for input accuracy, verifies necessary journal vouchers, distributes cheques, and various payroll reports, maintains personnel files and files all processed payroll outputs, prepares various payroll related cheque requisitions, distributes employee purchase e-mails to appropriate division for payment.
  • Checks and edits completed payrolls and advises payroll employees of any error for corrections.
  • Ensures all payroll forms are completed properly and returned to the payroll department for processing, educates managers on completion of forms, payroll procedures, legal compliance and the use of the ADP system.
  • Monthly duties include, verifying Canada Customs and Revenue Agency, Employer Health Tax and Canada Savings Bonds remittances, calculate and prepare payments for Manitoba Payroll Health Tax, prepare the payroll for Quebec, prepares various lists and reports Quarterly duties include, calculate and prepare the various provincial Workers Compensation Board remittances, prepares the payroll part of the Bench Marking Report for Human Resources, prepares and pays any payroll deduction payments.
  • Coordinates and prepares all regular payroll related HRIS reports, receives and fulfils request from management of ad-hoc reports, participates in the on-going update and training of both the HRIS and ADP systems.
  • Investigate ways to streamline payroll operations with the assistance of the HRIS and ADP.
  • Responsible for the training of staff on all systems and the preparation of the documentation and the procedure for the new processes.
  • Reviews payroll and changes from ADP for accuracy, coordinates payroll changes and updates with ADP.
  • Year end duties include, balancing and verifying the accuracy of all T4 and Releve 1’s, prepares manual T4 and Releve 1 for Quebec, prepares Revenue Quebec annual return, prepares and estimates year end WCB assessments and prepares payments, prepares the annual Employer Health Tax returns.
  • Responsible for maternity and parental leave benefits with eligible employees
  • Monitors various legislative issues affecting payroll, advises HR and payroll staff of any relevant changes and areas of non-compliance.
  • Supervises and trains payroll staff, assists in meeting deadlines, ensures compliance with HR and payroll polices.

BENEFITS RESPONSIBILITIES:

  • Oversees the management of the daily pension and benefits operations.
  • Responsible for the creation, maintenance and update of all policies and processes for Benefits and Pension administration.
  • Resolve complex or escalated pension, group benefit plan or employer related cases and issues.
  • Liaise regularly with external providers to maintain flex benefits plans, make recommendations on plan changes and coordinate benefit renewals and re-enrolment process.
  • Monitor, evaluate and provide guidance to ensure legal compliance, company liability and reduce risk with respect to the disability management process for occupational and non-work related absences, as well as leaves of absence
  • Manage and review cost and participation analysis of compensation, benefits and pension programs, and prepare management reports and participate in budget planning, reporting and analysis
  • Support  implementation of compensation programs including, but not limited to, Employee Share Ownership, Employee Assistance Programs, and pension and benefits programs
  • Provides leadership and direction to team members.
  • Ensures accurate processes exist for the delivery of services to employees.
  • Review and ensure amendments to plan documents are incorporated into systems, operations, and prescribed forms and tested for compliance.
  • Review and monitor custodian performance of all benefit payments.
  • Prepare and present any pension materials for presentation as required, attend conferences and seminars etc.
  • Managing assigned projects from planning through implementation.
  • Ad hoc assignments as required.

QUALIFICATIONS:

  • Bachelors Degree and/or College diploma
  • Certified Payroll Manager and Payroll Compliance Practitioner designation is required
  • 5-7 years of management experience in payroll, benefits and compensation
  • Comprehensive knowledge of the Canadian ADP payroll system and Pay@Work would be a definite asset
  • Knowledge of Employment Standards and other legislation that governs payroll
  • Budget experience
  • Exceptional organizational skills, strong attention to detail and the ability to multi-task and prioritize and meet multiple and strict deadlines
  • Strong analytical, quantitative and problem solving skills
  • Excellent interpersonal and business writing skills
